Job Summary:
This Communication Access Manager position is located in the Wake County office within the Division of Services for the Deaf and the Hard of Hearing. This position is responsible for the development, implementation and coordination of services, resources and policies related to effective provision of communication access services for deaf, hard of hearing and deaf-blind individuals. This position is a member of DSDHH’s Executive Management Team. In addition to the Communication Access Program, two new programs have been added: the Communication Access and Language Equity Program and The Medicaid Communication Access Service.

Functions/Duties/Responsibilities:
  • Job Responsibilities include the following: Responsible for the evaluation of in-house and out-of-house sign language interpreters and the development and implementation of skill development training opportunities. Responsible for public outreach, education, resource development and service coordination related to the provision of sign language interpreting services and the provision of additional communication access services. The Division of Services for the Deaf and the Hard of Hearing (DSDHH) assures equal access to North Carolina citizens who are Deaf, Hard of Hearing and Deaf-Blind.
Qualifications/Requirements:
  • Qualified candidates must document on the application that they possess all of the following: Extensive knowledge of interpreting processes, principles and techniques, and current trends and methodologies within the field of interpreting. Extensive knowledge of interpreting and communication access laws, both state and Federal, and knowledge of the provision of communication access services Advanced proficiency/skills in American Sign Language. Demonstrated skills in public speaking and the ability to provide training and adapt training to a wide range of audiences. Proven ability to supervise a staff of professional and support positions as part of larger cross-agency team. Manager prefers candidates with the following: Extensive knowledge of training methodologies and curriculum development. Ability to apply knowledge to develop interpreter training curricula and develop trainings. Knowledge of mentoring strategies and techniques. Ability to apply knowledge to provide mentoring and coaching to interpreters and interpreting students. Knowledge of word processing and spreadsheet applications Demonstrated skills in leadership, management, and supervision, including supervision of supervisors. Ability to communicate in English, excellent written communication skills. Ability to assess training needs, including conducting surveys. Ability to assess interpreting skills and ASL/English language skills. Ability to work collaboratively with a wide variety of professionals for building partnerships. Ability to collect and analyze data to inform service provision. Ability to make ethical and professional decision. Minimum Education and Experience Requirements Bachelor s degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment, including one year of supervisory program experience; or an equivalent combination of training and experience.
